Russian electronic visa


Russia has introduced the electronic visa in August 2017, initially only in the regions of the Far Eastern Federal District, and only for citizens of 18 countries (mainly Asian and African). In July 2019 the project was also extended to the Kaliningrad region, for citizens of 53 countries, including the European countries of the Schengen area. From October 1, 2019, the electronic visa regime will also be extended to the territory of St. Petersburg and the Leningrad region. From January 1, 2021, on the basis of a signed decree of President Vladimir Putin, the e-visa must be extended to all federal subjects of the Russian Federation. The list of countries that will have the opportunity to take advantage of the electronic visa will be defined by the Ministry of Foreign Affairs of the Russian Federation. It should include the countries of the European Union and other European countries that don’t make a part of the Schengen area, and also China, South Korea, and Japan. For the moment, the possibility of a Russian electronic visa for Canada, United States and Great Britain does not seem to be expected.

The electronic visa has a unique format, independently of the type of the trip, and can be granted as:
- Tourist visa, when the purpose of the trip is tourism and the traveler resides in hotels or private apartments;
- Business visa, when the trip is commercial or for business;
- Humanitarian visa, if the purpose of the trip is related to cultural, scientific, technological or sports interests.

If the purpose of the trip to Russia does not correspond to any of the listed above, then it will be necessary to request a traditional visa at a diplomatic representative or consular office of the Russian Federation.

How to get a Russian electronic visa

The Russian electronic visa (e-visa) is an official document issued electronically by the consular department of the Ministry of Foreign Affairs of the Russian Federation, which allows an entrancce into certain regions of Russia, for citizens of certain countries. The electronic visa to Russia is free, there are no consular fees to be paid. Compared to the ordinary visa, the electronic visa has also the advantage of being requested online, without having to go personally to the consular offices, and without having to send a passport to specialized agencies. It is not possible to request it upon arrival in Russia, it must be requested in advance. The request can be sent by completing the online application form on the website of the consular department of the Ministry of Foreign Affairs of the Russian Federation, attaching your own photo in digital format. The request must be sent no later than 4 days before the date of departure, and no earlier than 20 days before the start of the journey. To request it, there will no longer be needed the invitations or confirmations from Russian hotels or tour operators, it is sufficient to have a valid passport. Once issued, the electronic visa will be valid for 30 days and can be used to stay in Russia up to 8 days (the validity of the e-visa cannot be extended on the spot). As soon as it is ready, it will be possible to download the document in PDF format and print it online. If your request for the electronic visa is denied, it will be possible to apply for an ordinary visa to Russia, which will still be in use. At the border control, it will be necessary to have medical health insurance valid for the territory of the Russian Federation, and if you enter Russia by air, rail or sea transport, the relative travel tickets. The electronic visa allows you to move freely only within the territory of the Russian Federation, for which a visa is required. Entry and exit from Russian territory can only be made within the specific territory for which the visa has been obtained.

The online form for the Russian electronic visa application must be completed on the website of the Consular Department of the Ministry of Foreign Affairs of the Russian Federation at the following link: https://evisa.kdmid.ru/  The compilation can be done personally or delegated to an agency (you can also ask us about it). In the form must be indicated the passport data in the course of validity. The passport must be the same that will be used at the time of entry into Russia, and must be in good condition, not worn out, and expiring at least 6 months after the expected date of return. The digital photo must have dimensions of 3.5 × 4.5 cm, it must be recent and on a white background. In the form, all fields marked with an asterisk are mandatory. It is possible to start filling out the request and save a draft and then continue later (up to a maximum of 30 days). If you are traveling with minor children, you must complete an electronic form for each of them. All minors accompanied by their parents must have an individual e-visa.

As a first step, you must select your nationality and the region you want to visit. Depending on the nationality, in the drop-down menu will appear the districts that can be visited with an electronic visa. In the form will then be specified the reasons for the trip to Russia (tourism, business, cultural, sports, scientific-technical relations, etc.), the date on which you plan to enter Russia and the details of your stay (hotel, apartment for rent or private where you will stay). In addition, you will have to indicate if you have visited Russia before and when, your residence details, the information about your occupation, and specify if you have relatives in Russia, indicating the degree of kinship.

Once the form is sent, it will be possible to monitor the status of the request on the website of the Ministry of Foreign Affairs of the Russian Federation, at the link: https://evisa.kdmid.ru/en-US/Home/StatusCheck  introducing your request number (Application ID) and the password chosen at the time of compilation. When the file has been processed, the status of the request will change to "Visa issued" or "Visa denied", depending on whether the visa has been granted or denied. In case it has been granted, it will be possible to download it immediately in PDF format and print it, in order to take it with you in Russia together with your passport and a valid health insurance.

Electronic visa for the territory of St. Petersburg and the Leningrad Region

The Decree of the President of the Russian Federation of 07/18/2019 n. 347 "On the procedure for entry into the Russian Federation and exit from the Russian Federation of foreign citizens across the Russian Federation's state borders located in the territories of St. Petersburg and the Leningrad Region" states that from October 1, 2019 the entries into the Russian Federation in the territories of St. Petersburg and the Leningrad Region can be carried out on the basis of regular single entry visas (which may be requested for tourism, business or humanitarian reasons) and which will be issued in the form of electronic documents for which consular fees will not be collected. Foreign citizens who arrive in the Russian Federation through checkpoints based on electronic visas will be entitled to free movement within the territories of St. Petersburg and the Leningrad region. At the border control, it will be necessary to have health insurance valid for the territory of the Russian Federation, and if you enter Russia by air, rail or sea transport, the relative travel tickets.

The electronic visa is free. No invitation is required to request it. With an electronic visa you can enter Saint Petersburg and the Leningrad Region only once within 30 days from the moment of confirmation, for a maximum period of stay for 8 days / 7 nights. For stays longer than 7 nights, a classic visa is required.

To enter Russia with this visa, you must do it through one of the following border points:
- Aircraft checkpoints: PULKOVO Airport (LED)
- Maritime checkpoints: port of St. Petersburg, port of Vysotsk
- Road checkpoints: by car you can enter from Finland - TORFYANOVKA, BRUSNICHNOE, SVETOGORSK, from Estonia - Ivangorod. By bicycle you can enter from Finland - Svetogorsk, and from Estonia - Ivangorod. On foot, from Estonia - Ivangorod.

ATTENTION: if you have an electronic visa for St. Petersburg and arrive by plane, you must arrive directly in St. Petersburg, you cannot make stops in other Russian cities because it is not possible to pass border control in other cities. It is not possible to enter by train with an electronic visa, so if you arrive from Finland by Allegro train, or to Ivangorod by train from Estonia, the electronic visa is not valid. Whoever commits infringements, will have to pay an administrative fine, will not be able to get the Russian visa for the next 5 years, and will return to your country only through the official deportation procedure. The border control is very rigid, the slightest error is not allowed, the entry is denied for any difference between the data in the electronic visa and those in the passport. If you entrust us with the request of an electronic visa, once the documentation is received, you are required to check the data, and if there are discrepancies, you should notify us promptly. In case of problems at the border, the visa cannot be modified, another visa cannot be requested in time, we will not be able to help you, and you will not receive any refund.

It is not allowed to leave the territory of the Leningrad region and to go to other regions of Russia or enter other Russian cities / regions with this electronic visa. For those who need to visit other cities / regions of Russia, a normal visa is required. Those who have a classic valid visa in the passport and should come to St. Petersburg, do not need to ask for the electronic one. If for some reason the electronic visa is denied, it is possible to request the classic visa.

Electronic visa for the regions of the Far Eastern Federal District of Russia

The Russian electronic visa can be requested for regions of the Russian Far East Federal District since August 2017.

The concerned federal districts are the following:
- Primorsky Krai, whose capital is Vladivostok.
- Sakhalin oblast, whose capital is Yuzhno-Sakhalinsk. It is located in the Far East district and includes the island of Sakhalin, which serves as a divider between the sea of Okhotsk on the north and the sea of Japan on the south, and the Kuril Islands.
- Kamchatsky Krai, whose administrative center is the city of Petrapavlovsk-Kamchatski.
- Region of Amur. Its capital is Blagoveshchensk.
- Khabarovsk Krai. Its capital is Khabarovsk.
- Autonomous district of Chukotka. Its capital is Anadyr. It is located in the far north-east of the country, near Alaska.
- Republic of Buryatia. Siberian region whose capital is Ulan-Udė.
- Zabaykalsky Krai. Siberian region whose capital is Chitá.

The electronic visa for the above-mentioned regions can be requested by the citizens of the following 18 countries:

Electronic visa for the Kaliningrad Region

From July 1, 2019 it is possible to request an electronic visa to visit the Kaliningrad region, a Russian enclave located in the Baltic Sea, between Lithuania and Poland. The e-visa for Kaliningrad makes it possible to move freely only within the Kaliningrad region, with this visa it is not possible to move to other parts of Russia. The electronic visa for Kaliningrad can be requested for citizens of a larger number of countries (in total 53). These include all European countries:
